The Department for Transport's objective is to oversee the delivery of a reliable, safe and secure transport system that responds efficiently to the needs of individuals and business whilst safeguarding our environment.
| In February 2004 ITIS announced a significant three year contract with the Department for Transport (DfT), that enables the DfT to license ITIS' historic Floating Vehicle Data (FVD®) to measure congestion across the road network. This will enable DfT to produce detailed reports on the pattern and location of congestion, identifying congestion hot-spots and showing the impact of measures to tackle the problems. The resulting information will be available for use by DfT, the Highways Agency, Transport Direct and local authorities.

The data that DfT is buying will give both national and local government much better information on the pattern and location of congestion on urban and inter-urban roads. By improving shared understanding of congestion, this new data will improve their collective ability to tackle it effectively. It will provide a strong basis for planning and managing the flow of traffic on England's roads.
